Escollos de Europa en su viaje a ninguna parte

En el FT, Wolfgang Münchau nos pone al día de cómo van tirando las cosas de Europa. Ya saben, esos problemillas sin apenas importancia: Grecia, el Brexit, y los refugiados. Pelillos a la mar, podríamos decir. 
Bien, van bien, de nuevo se ha conseguido dar una patada a seguir a los dos primeros. El tercero está más peliagudo, porque Turquía va a incumplir su palabra del pacto de hacerse cargo de los refugiados ilegales, pero Europa volverá a bajar sus exigencias morales para llegar a un nuevo acuerdo... De efectividad transitoria. 
Empecemos con Grecia. Se ha firmado un nuevo acuerdo UE, Grecia, FMI, en el que el FMI se ha y echado para atrás en su exigencia de hacer una quita de deuda. Lo aplaza por dos años, a cambio de limitar al 15% del PIB griego las necesidades financieras anuales (GFN), que son las arras que debe pagar Grecia por amortización e intereses de de deuda. Esto le ha venido bien a Alemania, que no quiere hacer quitas de deuda, pero limitar la cantidad anual no tiene sentido si no se hace una quita acorde con esa limitación. Recordemos que el FMI pronosticaba que sin quita, las GFN se podría irse al 60% del PIB. 

 

En suma, como apostilla Frances Coppola, esto es aparcar los problemas en el garage hasta la próxima. 
Münchau asegura que este acuerdo puede ser fácilmente incumplido, pues los partidos partidarios de echar a Grecia del euro crecen. 

The problem with this latest accord is that the creditors might not keep their word. The irony is that the Bundestag could approve Greek debt relief today but may no longer be able to do so after the federal election next year.

The Alternative für Deutschland, a populist anti-immigrant and anti-euro party, and the liberal Free Democrats, are both in favour of Greece leaving the bloc. Neither party holds a seat in the Bundestag but both are expected next year to meet the threshold requirements for representation. Add them to the sceptics among the governing Christian Democrats and there may be no majority for debt relief. Mr Schäuble’s commitment this week to debt relief in 2018 is simply not credible.

En cuanto al Brexit: va bien según las encuestas, pero cuidado, que las aguas bajan turbias entre los Tories. Cameron a enfurecido a muchos con su campaña del miedo, y hay parlamentarios que han  mandado una carta al líder del grupo parlamentario para pedir su dimisión después del referéndum. No lo tendrá fácil si no gana el referéndum con un 60-40 de ventaja. Es probable que le hagan "un Thatcher", que es como se quitaron del medio a la susodicha señora cuando se cansaron de ella. Y si no, exigirán a Cameron endurecer las condiciones para permanecer en la UE. ¿Por qué esas cosas en España no son posibles? Pues por una razón: los parlamentarios ingleses tienen más fuerza que el partido y primer ministro, y aquí el partido -es decir, su dueño- es amo y señor de todo lo que se menea. Es decir, por historia. Según algunas de sus colegas, Cameron está muerto. 
Lo de los refugiados sí que sigue en el aire. Erdogan se ha cabreado y amenazado con no acoger a más refugiados si Europa sigue empeñada en condición mar el acuerdo con garantías demás libertad para grupos oprimidos en Turquía, 

The EU’s promise to allow Turks visa-free travel to the borderless Schengen zone is officially conditional on the protection of civil rights in Turkey. Mr Erdogan now insists that the EU liberalises the visa regime unconditionally or else he will repudiate the refugee deal. The EU cannot accept this — though watch out for a fudge. Mr Erdogan certainly gives the impression he needs the deal less than Ms Merkel. She visited him last week, and diplomatically avoided meeting Kurdish MPs, whose immunity had just been lifted by the Turkish parliament, or local journalists, who face criminal charges merely for doing their job. 
If the deal collapses and Ankara relaxes the patrols, the refugee crisis will flare up again. More important, the deal violates European values. It can only work if the EU turns a blind eye to Turkish human rights violations. Of all the arguments for leaving the EU, this one has some substance: in its negotiations with Turkey the EU has lost the moral high ground.
O sea, las cosas, bien controladas, como de costumbre. Münchau, 

By the end of the year, we may find that the EU narrowly escaped all three. Officials will congratulate each other. But soon after, they will realise that the Greek debt crisis remains unresolved, that Britain’s new rules of engagement with the EU are hideously difficult, and that the only winner of the deal with Turkey is Ms Merkel, as always.
