With sadness and tortured by doubts, I will cast my vote as an ordinary citizen for withdrawal from the European Union.
Let there be no illusion about the trauma of Brexit. Anybody who claims that Britain can lightly disengage after 43 years enmeshed in EU affairs is a charlatan or a dreamer, or has little contact with the realities of global finance and geopolitics.
Stripped of distractions, it comes down to an elemental choice: whether to restore the full self-government of this nation, or to continue living under a higher supranational regime, ruled by a European Council that we do not elect in any meaningful sense, and that the British people can never remove, even when it persists in error.
For some of us - and we do not take our cue from the Leave campaign - it has nothing to do with payments into the EU budget. Whatever the sum, it is economically trivial, worth unfettered access to a giant market.
We are deciding whether to be guided by a Commission with quasi-executive powers that operates more like the priesthood of the 13th Century papacy than a modern civil service; and whether to submit to a European Court of Justice (ECJ) that claims sweeping supremacy, with no right of appeal.
It is whether you think the nation states of Europe are the only authentic fora of democracy, be it in this country, Sweden, the Netherlands, or France - where Nicholas Sarkozy has launched his presidential bid with an invocation of King Clovis and 1,500 years of Frankish unity.
I do not think this is remotely possible [complete Union], or would be desirable if it were, but it is not on offer anyway. Six years into the eurozone crisis and there is no a flicker of fiscal union: no eurobonds, no Hamiltonian redemption fund, no pooling of debt, and no budget transfers. The banking union belies its name. Germany and the creditor states have dug in their heels.
Where we concur is that the EU as constructed is not only corrosive but ultimately dangerous, and that is the phase we have now reached as governing authority crumbles across Europe.
The Project bleeds the lifeblood of the national institutions, but fails to replace them with anything lovable or legitimate at a European level. It draws away charisma, and destroys it. This is how democracies die.

Such thinking reveals an implicit acknowledgment that Brexit might work economically. Specifically, those who make this case worry that a successful Brexit would rob pro-Europeans of what they think is their strongest argument: fear of the unknown. The recent swing in the opinion polls towards Leave suggests that the fear campaign employed by the Remain camp is not working. If Project Fear, as the campaign to remain in the EU has been dubbed, fails visibly in the UK, it cannot be deployed elsewhere. Pro-Europeans would then be forced to make a positive case for the EU, something many of them find hard to do. Brexit could thus unleash a domino effect in which one state after another might decide to follow Britain out the door.
And so a successful Brexit must be prevented at all costs. In France, some officials have advocated a punitive response against the UK — or at least a clean break from all EU treaties, including the single market. They oppose any soft departure deals that give the UK preferential access to the world’s biggest free trade area.

But it is an abuse of the methodology and the underlying mathematical assumptions to pretend that one can gauge the long-term economic consequences of an unknown political decision. There are, of course, a number of specific negative economic effects, but also offsetting ones. The pound could devalue and lead to a lowering of Britain’s large current account deficit. House prices might fall, but this could also be a good thing. And if the City of London loses some business, that would not necessarily be bad for the economy as a whole. Economic theory tells us that the wealth of a country ultimately depends on its skills, resources, and the quality of its policies. It is hard to see how Brexit would change that — unless you think that the UK is turning into some version of North Korea.
The premise of those concerns about the political impact of Brexit elsewhere is thus correct. So how should the others react? Should they aim to drive up the transitional economic costs for Britain to discourage others from following suit? This would be irresponsible and counterproductive. For one, the EU has a trade surplus with the UK. More importantly, the EU is already busy losing its soft power reputation in its morally abject refugee deal with Turkey. If the EU then started to penalise a member state for leaving, it would take on the reputation of a nasty regime.

Totalmente de acuerdo. Las autoridades españolas son muy presurosas siempre en soltar los pocos poderes que quedan, como hicieron con el euro, al que se rindieron servilmente a cambio de una carrera prometedora. ¿Alguien cree todavía que el gobierno o el BE pinta algo?La entrada en funcionamiento del MUS ha dado lugar a un cambio muy importante en la forma en que se aborda la supervisión de las entidades de crédito españolas. Precisamente el aspecto que para esta Asociación resulta más relevante es que no consideramos que el enfoque de “supervisión prudencial” que se está aplicando constituya una respuesta adecuada y suficiente a los errores y deficiencias cometidos en el pasado, cuyos efectos devastadores son conocidos por todos, por lo que no cabe descartar que, si no se adoptan los cambios necesarios, éstos puedan volver a repetirse.
Actualmente, el foco supervisor está centrado en reforzar la posición de capital y las medidas de resolución para afrontar una eventual crisis de las entidades. Siendo estos aspectos importantes, nuestra experiencia supervisora nos muestra que son insuficientes, por lo que habría que incidir en otros temas esenciales que permiten abordar la pronta identificación de los problemas en las entidades, como el análisis detallado de las carteras de activos o la realización de procesos de conciliación y verificación de la integridad y fiabilidad de la información contable proporcionada por las entidades.
Teniendo en cuenta la escasez de medios existentes en las inspecciones on site, no entendemos que el Banco de España haya prescindido durante este primer año de funcionamiento del MUS de algunos compañeros con reconocida capacidad y experiencia supervisora, repitiendo algunos de los comportamientos que, tal y como puso de manifiesto el FMI en su informe de 2012, contribuyeron a generar la mayor crisis experimentada por nuestro sistema financiero.
Alentamos a los máximos órganos directivos, tanto del BCE como del Banco de España, a que pongan los medios adecuados para corregir estas deficiencias. Los inspectores del Banco de España nos ofrecemos a colaborar en todo lo que sea necesario para que el MUS sea un mecanismo bien engrasado que consiga realmente alcanzar ese objetivo de proporcionar una supervisión adecuada y eficiente. Es lo que la sociedad demanda y merece obtener tras la reciente crisis financiera que ha tenido que soportar.

SALVANDO las distancias, las protestas que ha levantado Pablo Iglesias en el PSOE al presentarse como socialdemócrata me recuerdan las que provocaban los etarras cuando se definían como «izquierda abertzale». Los abertzales, decían los progres, no pueden ser
de izquierdas, y lo ha repetido hace unos días esa lumbrera llamada Pedro Sánchez, sin darse por enterado de que, ya en 1994, los socialistas del País Vasco, encabezados entonces por Ramón Jáuregui, cambiaron de murga e invitaron a Herri Batasuna a integrarse en la Casa Común de la Izquierda, vale decir en el PSOE, por entender que la izquierda abertzale era más de izquierda que abertzale.
Aquí, en España, el primero que tuvo redaños en reclamar para sí el marbete de socialdemócrata fue Dionisio Ridruejo, con su segunda banda juvenil (los Pablo Martí Zaro, Ignacio Sotelo, Miguel SánchezMazas…), pero mucho más con la tercera (la de los
Lasuén Sancho, Chueca Goitia, Benet Goitia y otros Goitias). A mí me explicó el proyecto de convertir esa tercera banda en un partido socialdemócrata Antonio García López, su futuro secretario general, una noche de 1970, en un pasillo del expreso MadridSevilla, y me invitó seguidamente a afiliarme, porque, a pesar de tanto Goitia, necesitaban un vasco autóctono, como cualquier partido que se precie de español.
Para la izquierda entonces clandestina, los de Ridruejo eran todos de la CIA. Socialdemócrata fue sinónimo estricto de esbirro imperialista en la jerga progre hasta que Felipe González reivindicó el título en 1979. Desde entonces se puso de moda, como equivalente sobrevenido de antifranquista democrático, una rarísima especie bajo el franquismo que crecería desmesuradamente en los años ochenta. Xabier Arzalluz dijo haberlo sido desde su juventud berlinesa, e incluso Iñaki Esnaola, dirigente de HB, declaró a Hans
Magnus Enzensberger que su organización era un partido inspirado en la socialdemocracia sueca. Uno de los maestros reconocidos por Pablo Iglesias Turrión, el nacionalcomunista Jorge Verstrynge, ha definido al mentor político de sus años mozos, Manuel Fraga Iribarne, como un socialdemócrata bajo camuflaje conservador. De modo que, como poco, el asunto no está ni medio claro, y las aportaciones eruditas de los intérpretes canónicos del felipismo (la apelación al «equilibrio presupuestario escandinavo», por ejemplo) no las entiende ni Pedro Sánchez, que insiste en que él es el auténtico socialdemócrata de la película porque su padre fue socialista y su abuelo también. Así que la socialdemocracia es cuestión de genes. Y este tipo espera todavía ganar las elecciones.
La culpa, no se engañen los socialistas, la han tenido ellos y sus últimos dirigentes, que se han portado como las destrozonas del viejo carnaval madrileño,
disfrazándose de no se sabe qué y arreando escobazos frenéticos a todo lo que veían mantenerse en pie a su alrededor. Zapatero pretendió encarnar la socialdemocracia platónica mientras se proclamaba rojo y antiyanqui y convocaba a los fantasmas de la guerra civil. El resultado fue la insurrección de los resentidos, la marea populista que suscitó el PSOE, el 12 y 13 de marzo de 2004, al lanzar a sus huestes al asalto de las sedes del PP. Masas que se bolchevizarían definitivamente en 2010, cuando, urgido por la crisis, el gobierno socialista se replegó a la ortodoxia del «equilibrio presupuestario». Ahora, la izquierda mayoritaria sigue a unos payasos rojos, antiamericanos a la manera chavista y deseosos de convertir España en un videojuego donde puedan ganar la guerra civil de sus abuelitos. Y a todo eso Pablo Iglesias, como un Rodríguez Zapatero reversible, lo llama socialdemocracia.

"El físico Peter Higgs y otros doce ganadores del Premio Nobel alertaron en una carta abierta publicada hoy por el diario Daily Telegraph de los riesgos para la ciencia británica que representaría la salida del Reino Unido de la Unión Europea (UE)."
"Ante el próximo referéndum del 23 de junio en el que se decidirá la permanencia de Gran Bretaña en la Unión Europea (UE), los empresarios del continente, y, en menor medida, losbritánicos, se muestran alarmados ante las consecuencias negativas que un Brexit podría tener en Europa. Del estudio «El Futuro de Europa 2016», elaborado por Grant Thornton, se desprende que un 78% de los directivos empresariales de la Eurozona consideran que la salida del Reino Unido («Brexit») tendría consecuencias negativas o muy negativas para Europa. Esto supone un aumento de 14 puntos respecto a los resultados del año pasado, obtenidos cuando el referéndum del próximo 23 de junio era aún una promesa electoral de los tories".No obstante, un empresario británico, exportador a Europa, ha dicho a sus trabajadores que no pasará nada: "El millonario Lord Bamford, dueño de la importante exportadora JCB, a sus seis mil empleados. En la misiva les dice que «hay muy poco que temer» dejando la UE y que «el país seguirá en pie». JCB ha donado 3,7 millones de libras al Partido Conservador en los últimos quince años, uno de ellos el año pasado. Hace 18 meses, Cameron eligió su sede para presentar su reforma destinada a atajar la inmigración reduciendo las ayudas para los recién llegados. La carta es un golpe para él."

Keynes y los clásicos
Mainstream economics today, by improving on the maths, and abandoning common sense, is further away from Keynes’s economics than ever before. Eight differences stand out:

All uncertainty about future events can be reduced to a probability calculus –that is, to the presumption that the probability distributions of the past and present are also valid in the future. This amounts to saying that economic agents have perfect information about future events or, in weaker versions, that perfect information is available, though costly to obtain. Keynes’ser marvellous insights into the psychology of financial markets, the variability of investment, and the role of money as a store of value are irrelevant.
(2) New Classical economics has abolished time. Events do not have to happen in a sequence: they happen simultaneously. Equipped with continuously updated information, economic agents adjust instantly and efficiently to all external ‘shocks’. The New Keynesian economists inhabit the same mental universe, but, by ‘relaxing the assumptions’, they allow for situations in which markets may misbehave in the short run. Although real GDP fluctuates around a rising long-term trend, there may be short-run fluctuations primarily caused by ‘stickiness’ of prices in face of demand shocks, and they have investigated the microeconomic sources of this stickiness. Even so, their models cannot explain the sources of aggregate demand failure, which require a recognition of uncertainty. Keynes said that people cannot possess the information required to validate the theory that markets are self-equilibrating at full employment either in the long run or in the short run.(3) While the simple aggregate equations of Keynes’s macroeconomic model are still taught, there has been a return to neoclassical standards of method. No longer is it acceptable to posit ad hoc supply and demand functions. Macroeconomics is best seen as an application of microeconomics, in the sense that macroeconomic models should be based on optimization by firms and consumers. This is contrary to Keynes, who believed that individual behaviour is structured by aggregate psychological data (‘propensity to consume’, ‘state of confidence’, ‘liquidity preference’) arising from inescapable uncertainty about the future.(4) Mainstream macroeconomics today is based on supply, not demand. It has reasserted some version of Say’s Law –that supply creates its own demand –which Keynes repudiated. Thus, both New Classicals and New Keynesians believe that the growth of real GDP in the long run depends on an increase in the supply of factor inputs and technological progress. Further, many economists only accept sticky contracts as contingent, not inescapable. The ‘supply-side’ school of economists has been busily advocating their dissolution by weakening trade unions and fixed-wage contracts and stiffening conditions for receipt of unemployment and welfare benefits. They look forward to a world in which all contracts are instantly renegotiable.(5) Contemporary mainstream economists have reasserted the quantity theory of money –the view that the rate of growth of the money supply determines the rate of inflation –completely in line with Friedman’s argument, but contrary to Keynes, who asserted that this is true only at full employment.(6) In modelling economies, contemporary macroeconomists are not fazed by the unrealism of their assumptions; indeed, they regard this as a strength of their models. Fortified by maths, they have reverted more completely than their ancestor classical economists to ‘ideal-type’, or Platonic, theorizing, sacrificing truth for mathematical elegance. This is in direct contrast to Keynes, who insisted on ‘realism of assumptions’.(7) In contrast to the Keynesian consensus during the ‘golden age’, it is now widely thought that governments should not attempt to fine-tune the economy. Instead, stabilization policy should merely aim to assist the market’s self-correcting capabilities, chiefly by keeping prices stable.(8) Whereas in the 1950s and 1960s stabilization was seen as a control-theory problem, it is now modelled as a strategic game between the authorities and private agents, whose expectations the authorities need to ‘manage’ by means of clear rules. This follows the normative prescription that governments should aim to provide agents with a consistent model of the economy. This is expected to make real variables more stable.

"Que nadie crea que el 26-J acaba el numerito: sólo comienza. España inaugurará una era de inestabilidad, de mociones de censura y elecciones anticipadas, de leyes necesarias abortadas por partidismos. Luego regresará más fuerte el bipartidismo, pero hay que pasar por la decadencia para alzarse, como hubo que pasar por el franquismo para hacer la Transición. Sólo suplicamos que las costuras de la UE nos aguanten hasta entonces.
¿Por qué un niño con barba vota a la CUP o a Unidos Podemos? Primero por falta de imaginación griega, pues no sabe anticipar que podemos estar peor muy rápido. Segundo, porque comparte con otros niños barbudos europeos una crisis de representación -es decir, de soberanía- que tiene su doble origen en la ley de hierro de la oligarquía de Michels y en el triunfo del iPhone, valga la sinécdoque. Michels formuló la degeneración de todo partido en endogamia, lo que deja espacios pronto ocupados por movimientos sociales, identitarios, antipolíticos; Jobs vuelve a probar que a la ruptura del paradigma histórico contribuye la técnica tanto o más que la idea. De la colaboración entre decepción partitocrática y satisfacción digital nace el hombre-niño, en sustitución del hombre-masa orteguiano. Un votante que no sospecha que internet, su juguete, es el que devasta las industrias tradicionales y sus relaciones de producción. La deslocalización global, la muerte del empleo fijo, el descrédito de la política como garante de contratos sociales, el auge de la xenofobia y del populismo, la cronificación de una adolescencia de derechos sin deberes, la extinción del humanismo formativo, la virtualización de las relaciones humanas y políticas: no son más que efectos de un nuevo paradigma que está eclosionando. Y que ni siquiera don Mariano puede detener.
Conviene prepararse. En España no habrá Gobierno estable durante un tiempo. Amenazas parecidas penden sobre Francia, Italia, Europa Central, incluso Reino Unido. Sencillamente la noción de democracia representativa ya no satisface a los consumidores de apps. Occidente muere de éxito entre algodones. No es cuestión de derecha e izquierda, sino de realidad y deseo, de adultos en retirada y adanes en aluvión. De señores que se acuestan con niños y se levantan meados entre aspavientos, como el burgués Puigdemont. Y de niños que se mean en el sistema paterno que tanto los mimó, como el socialdemócrata Iglesias."

Siniestro panorama electoral. ¿Culpable?
Totalmente de acuerdo, aunque hasta ahora nadie nos habíamos fijado: eso no es una democracia más que si se mira a través de unos prismáticos invertidos. Ahora bien, ¿es esa la razón por la que este país se va a suicidar? Obviamente no. No podemos saber con la mínima certeza cuáles serían los resultados en caso de una ley electoral más abierta. Probablemente hubiera dado igual. Lo que sabemos es que en otros países también se ha roto la democacia, ergo, ha sido por causas exógenas a la política de cada uno: la infame gestión de la crisis por la UE, que ha dejado en la cuneta a un generación... O dos. Porque "la verdad es la verdad, la diga Agamemnon o la diga su porquero": los gobiernos nacionales se han visto "dirigidos" en la crisis por un falso Moisés que al separar la aguas del Mar Rojo, al muy chapuzas se le cerraron cuando la gente estaba cruzando."No se va a elegir a los representantes del pueblo o de la sociedad, sino a refrendar unas listas de partido cuyos componentes han sido colocados en ellas por los jefes de los mismos, no por los votantes. In France the customer is not king. The producer is. Strikes are only one of the ways in which French producers insist on their dignity. When you step into a taxi or café or shop, you are served at their pleasure, so don’t get uppity. A common belief among French producers (probably correct) is that the system of production is perfect … until customers mess it up.
• France is a no-fault culture. Most French people will deny any suggestion that they have done something wrong. Like many aspects of the national outlook, this probably derives from schools, the agents of the Republic. Traditionally, teachers punished errors without mercy; if a seven-year-old did bad work, the teacher would wordlessly rip out the offending page (or, in the old days, administer a beating). Sometimes you will be chastised like that child.
• France is what sociologists call a “low-trust society”. The French have the least “trust in others” of any western Europeans, according to surveys by the European Commission. Building trust here can take decades. The result of this is that friendship, business and, indeed, politics is conducted within tight groups, the members of which have known each other since youth. Newcomers will be treated distantly for years while the French try to place them in social, class and geographical terms.
• Most French people are trained from about the age of three in aesthetic criticism. Beauty is not reserved for special occasions or places (a Saturday night out, an art museum) but is sought in seemingly banal aspects of everyday life: the arrangement of food on a plate, the lighting of a street, a woman’s make-up. French aesthetic appreciation of physical beauty has helped feed the falsehood that they are always committing adultery. As Instructions for British Servicemen in France, a UK government booklet, warned in 1944: “It is as well to drop any ideas about French women based on stories of Montmartre and nude cabaret shows.”
The French aesthetic eye never rests. On the upside, it makes life here beautiful. On the downside, a French person may feel aghast at your outfit. A football fan walking into a bakery in a tracksuit should expect to be shamed.
• It may be useful to learn some conversational devices. To end when you are bored or have run out of French, say, “Voilà” (or more emphatically, “Voilà, voilà, quoi”). To patronise a fellow conversationalist, reply to all pronouncements with “Bien sûr”. The polite way to start an encounter is with, “Bonjour”, so to indicate rudeness, open with “Oui?” And to complain, say, “Mais c’est n’importe quoi!” (roughly, “It’s nonsense”).
• Finally, here is a guide to French politics for the perplexed. France has the world’s best way of life, food and aesthetics. But none of this discernment gets applied to politics where a ruling Socialist party still living out the 19th-century proletarian struggle faces off against union bosses still living out Britain’s 1970s. Both sides treat this as a zero-sum game but in fact the beneficiary is the far-right, which is still living out France’s 1950s’ struggle to keep down Algeria’s Arabs.
Mention any of this, though, and you will be accused of “French-bashing!” In reality, though, the true masters of French-bashing are the world’s most sophisticated critics: the French.
Grecia hundida bajo el mar. La cuestión no es qué, sino cuándo
Hay situaciones que sin insostenibles con total seguridad. Sin embargo, los principales responsables tienen intereses particulares que impiden una solución pactada mejor para todos. La racionalidad de cada uno es incompatible con el interés común. Hay una "falacia de la composición": los intereses individuales no llevan al óptimo.
La actitud de los acreedores (instituciones y gobiernos de la UE, principalmente) impide que Grecia crezca: que aumente sus recursos con los que pagar. Con mi dice Paul De Grauwe, Grecia paga un tipos de interés del 2%. Con que creciera por encima de eso, si deuda sería sostenible. Pero Grecia se contrae. Desde 2007 se ha contraído el PIB un 40%, y su inversión un 60%. Estos datos nos dicen que bastaba que no se hubiera contraído el PIB para que la deuda fuera un 40% más baja.
Quien crea que esto es culpa de Grecia está totalmente equivocado. Grecia es una víctima más, la mayor, de la enfermedad europea, que no deja crecer. Si en Grecia es más grave, es porque le han impuesto una condiciones que hacen huir a los inversores. El FMI le da un cimiento máximo a largo plazo del 1,7%.

Sin quita de deuda, la deuda griega nombraría más que subir hasta el 250% de PIB, y el servicio anual al 60%, en el escenario perfilado por el FMI. Es obvio que eso es imposible: lleva directamente a la ruina de Grecia pero también de los acreedores. Antes de eso, Grecia, o cualquier país, se declararía en quiebra.
El FMI propone unas quitas y alargamientos de plazos que lograrían reducir la deuda al 100%, y el servicio anual al 15% (que se dice pronto). El problema es que la UE no querrá admitir ningun recorte de deuda, pues podría ser el disparadero para otros países. La UE quiere demostrar que, en Europa, las deudas se pagan íntegras.
¿Veremos al FMI retirarse del equipo de rescate? Wolfgang dice que debería, pues el colmo es que todos naufragaran en el intento de sostener lo imposible.
El error de la UE puede ser apoteósico, pues nos puede llevar a todos por delante. La estrategia de no reconocer la verdad estuvo a punto de matar al euro en 2012. Porque la última salida lógica para Grecia es salir del euro y denunciar parte de la deuda, por lo que tarde o temprano, a las bravas o negociando, habrá quita, y no sólo en Grecia. Como dice Wolf, a un país sin estructuras fiscales mínimamente eficientes no se le puede exigir un superávit primario del 3,5% del PIB permanentemente, cuando se largura un crecimiento medio del 1,7%. Alguien puede decir, ¿y por qué Grecia se endeudó tanto a lo que se debe responder con otra pregunta: ¿y por qué los bancos les prestaron tanto dinero contra toda lógica financiera? Aquí no caben reproches morales y jurídicos mutuos: las obligaciones financieras se pagan si se puede, y el acreedor debe ser tan flexible como el deudor si quiere cobrar una parte. Si se encastilla en los principios, como lo hace la UE, deberá responder por el riesgo de que nadie cobre y encima otros deudores se vean aculados contra el acantilado.
Otro problema es que, pese a la caída de la demanda interna, Grecia no logra superávit exterior. Las explotaciones no crecen, están planas. Eso indica que en cuanto mejorarán las cosas, las importaciones se dispararían, lo cual abriría otro agujero financiero.
En las últimas negociaciones Alemania quería que Grecia se saliese. Grecia no quiso, y Francia la apoyó. Eso obligó a Alemania a votar con Francia, pues la unidad aparente de la UE dicta que nuca deben votar separadas.

[But]this is the wrong question. Unless there is a considerable shift in Eurozone politics, Greece WILL leave the Euro - eventually. The question is when, and how.
European creditors have no incentive to offer debt relief unless they are faced with the credible threat of losing much more of their money. And they are hardly going to allow Greek default on official sector debts while remaining within the Euro. So as long as there is no prospect of Greece leaving the Euro, there will be no debt relief. Therefore, as Sisyphus and Tantalus cannot exist forever in our human world, eventually Greece WILL default and leave the Euro, whether it wishes to or not.
